ANALISIS MODEL COLLABORATIVE GOVERNANCE DALAM PENGELOLAAN SUMBER DAYA ALAM DAERAH

Penelitian ini bertujuan untuk menganalisis model collaborative governance dalam pengelolaan sumber daya alam daerah, dengan menyoroti mekanisme kolaborasi, peran aktor-aktor yang terlibat, serta faktor-faktor keberhasilan dan kendala yang dihadapi. Metode penelitian menggunakan pendekatan kualitatif deskriptif-analitis dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman dengan triangulasi sumber dan metode untuk menjamin keabsahan data. Hasil penelitian menunjukkan bahwa model collaborative governance diterapkan melalui forum koordinasi lintas sektor dengan mekanisme komunikasi terbuka dan pengambilan keputusan deliberatif. Keberhasilan implementasi didukung oleh komitmen kepemimpinan kolaboratif, regulasi adaptif, kapasitas kelembagaan memadai, dan komunikasi berbasis kepercayaan, namun menghadapi hambatan berupa ego sektoral, tumpang tindih kewenangan, dan keterbatasan sumber daya. Model ini berimplikasi positif terhadap efektivitas pengelolaan sumber daya alam berkelanjutan melalui penguatan kelembagaan inklusif, peningkatan partisipasi masyarakat, dan kebijakan berbasis konsensus yang menyeimbangkan kepentingan ekonomi, sosial, dan lingkungan.
