Abstract

Administrasi publik sebagai tulang punggung penyelenggaraan pemerintahan membutuhkan aparatur sipil negara (ASN) yang memiliki kompetensi sesuai tuntutan global, salah satunya penguasaan bahasa Inggris. Bahasa ini tidak hanya berfungsi sebagai sarana komunikasi lintas negara, tetapi juga sebagai instrumen untuk memahami kebijakan internasional, mengakses literatur global, dan mendukung implementasi e-government. Penelitian ini menggunakan metode studi literatur dengan menelaah regulasi, laporan internasional, serta penelitian terdahulu terkait kompetensi bahasa asing dalam birokrasi. Hasil kajian menunjukkan bahwa kemampuan bahasa Inggris ASN di Indonesia masih rendah, sehingga menghambat adopsi standar pelayanan publik internasional, memperlambat transformasi digital, dan membatasi peran Indonesia dalam forum global. Kondisi tersebut menegaskan pentingnya strategi peningkatan kompetensi bahasa Inggris yang terintegrasi dalam reformasi birokrasi, baik melalui regulasi yang tegas, pelatihan berjenjang dan kontekstual, pemanfaatan teknologi digital, maupun penciptaan lingkungan kerja yang mendukung. Dengan peningkatan kompetensi ini, administrasi publik Indonesia dapat lebih efektif, profesional, dan berdaya saing dalam menghadapi tantangan globalisasi.
